It's compliacted where Hong Kong is not just a city. My home, located in North West, is basically Soviet-style building but higher, cleaner, and with elevator. The most of cyberpunk-inspired ambience is mostly in Kowloon and Hong Kong Island, especially Sham Shui Po, Mong Kok, and Wan Chai.
